Same at our marina there are no dock hands. Either we help fellow boaters when we see them coming into our dock or were on our own. I developed my own system to leave and return to dock solo. I should give myself a tip. Lol
At the gas dock I use they do manage the pump out, back wash and repump. If you buy a fair amount of gas they waive the pumpout fee. That's why I double my tip

As others have indicated there are auto sensing pumps that have no float switch. They activate momentarily at regular intervals. If they don't sense any water they turn off immediately. If they do sense water they continue to run until the water is pumped out. I went thru 2 of those in the bilge...

If you can provide more detail you will get more helpful advice here. When you say wont start, do you mean wont crank at all, cranks but wont start, you hear fuel pumps energize or not etc. Also what diagnostic steps did you take that led you to the ignition system vs fuel? Sounds a whole lot...
