It won't be fixed as it was never a option (To my knowledge, vBulletin has never allowed attachments in private messages. Reason being, most people do not take the time to delete their private messages, and allowing attachments in the private message area would utilize a lot of hard drive space...
The site should now be backward compatible and work with IE7. Those that were running IE7 and could not see the post date, time, etc (The yellow bar above post), could you please verify. I am using IE7, IE8, Firefox, and Chrome, and the site appears to be correct in all instances now.
