+1 on the panel breaker. If it is not tripped the aft deck hardtop lights are powered through a module that (in my 1996) is on the fwd wall of the cupboard in the aft deck wet bar. I can't see how shorting out an unrelated light would affect the module but...just for info.

The only way to be sure is to buy a vacuum gauge. Not cheap but you can isolate the problem with certainty. I did and it turned out to be the head to pump hose. Fun half day for three people to change 14 feet of hose!
