    I'm not really sure... Our RPM gauges are somewhat non-functional (they work only sporadically and it seems at certain RPMs). We were about 3/4 throttle, maybe a little more. Probably around the 3k range is my guess but it's just that. Edit to note that those gauges are why I was crawling...

    Unless it's been replaced, it should be a float. I have the same problem as you. Lots of people recommended putting dawn down there with a lot of water and then taking the boat out to shake it loose, but I've not tried it yet.
