The incorrect weight oil can cause the same problems. Have you changed it? Do you know what kind of oil is in it? You can also "fix" some of these problems by going to a different weight oil, for example if a 25w50 weight oil exhibits these problems, a straight 30w may buy you some time.
They use them on cars and they are referred to as MAP (Manifold Absolute Pressure) sensors. It's just a matter of removing and replacing it but check the electrical connections before you spend the money.
Several things to keep in mind about ratings on bilge pumps. The flex hose (as opposed to smooth hose) plus the height the pump has to lift the water severely limits the amount of water they pump. The ratings probably aren't what you'll achieve in actual performance.

Not having v-drives I do have a question about lubricating the shaft seals on the engine not running. From what I've read on posts here unless you have a system that crosses over to both shafts you can ruin your seals running on one engine. Is this a concern on your boat?
