Is the seat back connected to the seat via brackets? could be loose screws or or holes that the screws go into are stripped.

But if you force it, and it breaks, then it needed replacement anyway!

Went out to the boat today. Looked behind the panel and verified it was powered by compressed air. Looking more closely, I found a switch that said “horn” and it works! guess I heard A bit of the last air buildup from it was turned off. Sounds like a horn/whistle 2 tone.
