Well I took my old one apart after removal and the only thing in that water heater box is insulation wrapped around an aluminum tank and the electrical components. Perhaps someone had a desiccant if some kind in there at one time?
Hey I finally completed my water heater replacement. I also had to recreate the wood deck with the drop in lids that sits above it. Mine was soft in the back right corner. Curious if you saw evidence of water infiltration when you replaced yours. I can’t figure out where it may have come from.

I had the same issue on another boat. I used black starboard and countersunk black screws. It’s very easy to work with a dremel. Otherwise you may be able to find replacement instrument panels in a suitable size
