Jonathan,
Sorry to hear about your boat. That was surprising after hearing from you that she did ok. But, that's what they have professional surveyors for.
In regards to upgrading, I would take it slow and make sure you the best boat for your needs. As you hear from others, these days you need to be very careful what you're buying in the tri-state area. Cheap deal is what might get you in a long term troubled boat. I would strongly consider reviewing your budget, boat needs and start communicating directly with folks here on CSR. We have number of people with 320/330/340 range who are looking to move up. You actually know some of the people and their boats. These boats could slightly be more money than some the "good" deals out there, but getting in to a well cared boat is more important than getting a cheap boat, well unless it's so cheap that you don't care if an engine has to be replaced.
In marina's defense I don't think they're doing anything abnormal by keeping your storage fee. This was a pre-arranged in advanced contract. You needed a spot and they reserved it for you. You paid the fee and got your spot. It's "your spot" for the winter and whatever you do with it is your business. IMO, most marinas would keep the fee and it's a rare case if you get it back. The same goes for deposits on seasonal slips.
I hope all works out for you.
