That's not true. I fill up directly by fuel truck at my marina in Suffolk County, NY. It's usually dependent on the County Fire Marshall, or equivalent, rules and political persuasion.

Is the #2 heating oil from a truck significantly less expensive??

I typically save about $.80gal filling off a truck with home heating oil over filling up at the fuel dock. That has been in the past. I am not sure what it will look like this year as I still have 400gal of cheap diesel on board.$7 diesel is going to hurt.

I was going to ask about the difference in Cetane between the heating oil and diesel. The other advantage to getting fuel from the truck is my wife typically meets the driver on Thursday mornings to fuel up so there is no wasted time on the weekends fighting the crowds at the fuel dock getting fuel.
I use Franks fuel additive recommendations every time I take on fuel and my filters look brand new after a season with 120hrs on them.
I have been told by the guy I buy from that it’s exactly the same as what we get from the marina, just red dye added. Even with valve tech brand they add the additives on site. They get the same diesel as the non-valve tech marinas. The red diesel doesn’t have any additives obviously so that’s why I follow Frank’s schedule. It cost me about $60 an additive‘s per Fill up And I usually take on 400 gallons when I’m filling up. Diesel on lake at Lake Powell is 810 a gallon. $3,240 to fill it.
I went through 3600 gallons last year. Won't be doing that this year.
