Is a spacer necessary for brake actuator installation

Hi Guys and Gals,

I'm replacing the brake actuator for the trailer to my 1998 Searay Bowrider 210. The current actuator has 2- 4.5" long grade 8 bolts securing it to the trailer.
The bolts simply runs through the actuator and trailer without a spacer. The through bolts were installed pretty tight and has slightly bowed the area of the trailer just behind the contact area of the head of the bolt and the nut. I'm looking to install a sleeve inside the the trailer frame so that tightening the new bolts won't crush the trailer when I torque down the nuts to the new actuator. I measured the inside to roughly 2 1/2 - 2 9/16. Where can I order such a sleeve/spacer and what material should it be made of?
 
Why not just take a hacksaw to a small diameter steel pipe. I'm pretty sure you can get a short length from Home Depot or Lowes.

Sounds like a plan. I'll go see what kind of piping they have available.
